According to the comments of one netizen who claimed that he had experiences working as a bus conductor in EDSA, there were under-the-table transactions between the bus drivers and MMDA traffic enforcers. According to him, except from that, there were also negotiations between the bus companies and the higher offices of MMDA.

These arrangements were made so that buses will have immunity against traffic offenses because traffic officers turned blind in exchange for some amount of money. According to him, bus drivers are safe from the violations for just P20 pesos.

Who's really to blame here?

What do you think of the move made by government about banning private vehicles in EDSA during rush hour?
